H. E Sadik Warfa, MP, Minister for Labour and Social Affairs of Somalia Federal Government, delivered the first keynote speech at the 5th Annual Conference on Somali Studies (ACSOS2019) in Tuesday 12 Nov 2019 at Sahal Conference Hall in Mogadishu.
At the beginning of his speech, the minister commended the conference and thanked the Institute for its contributions to the rebuilding of Somalia through knowledge.
The speech was entitled "Job Creation in Post-conflict Somalia: Challenges, Strategies, and Prospects". In his speech, the Minister outlined the main current challenges facing Somalia in improving the livelihoods of its citizens after years of conflict and recurrent shocks; he also defined the strategies his ministry had developed to meet those challenges. He said, “Over half of Somalis fall under the extreme poverty, with over 2.65 million in displacement … poverty incidence in IDPs reach up to 72 percent”. He added, “When IDPs doubles in less than two years, and rush to underfunded urban cities, what you do? We are trying to answer those questions.”
The Minister underlined that his ministry aims to create more space for employment and developed a “social protection policy” as a crosscutting area of policy to deal with these problems and develop institutional linkages, with overall policy goal of “To progressively build a comprehensive and coherent social protection system that combats poverty and vulnerability in Somalia while contributing to economic growth, peace and security, human development, and equity through programs which improve food security and nutrition, support access to basic social services, enhance livelihoods and assets, reduce negative coping, and protect at-risk populations from recurrent shocks”. He concluded his speech that “we are working day and night to ensure this”.
Thanks to the minister, he delivered a speech in line with the theme of the conference “Knowledge to Action: Promoting Resilience & Recovery”.
